First I can't login after purchasing Overwatch, then when I can login, it couldn't load something because the program updater was stuck at 0% for no reason. Proxy settings on your system can also block access.
Then the download is stuck at 0B/s and now when I'm trying to reinstall Battlenet it gets stuck in the installer. Make sure to disable proxy settings from the control panel: If you're using a VPN service like Hamachi, try disabling or uninstalling it.

You could also try to do the same but start your windows in Safe Mode with Network and run the installer.
Of course, do not remove security software if you can't reinstall it, and always restore disabled security after testing.
Heavy Soldier, It sounds like something is preventing the launcher from installing the game files. Disabling or temporarily uninstalling firewall and anti-virus programs (Norton, Mc Afee, etc) can permit the launcher to run successfully.
It also works for the "Updating files..." progress bar error. page=1 TL; DR noob friendly version: This worked for me, I was finally able to log in after 1.5 days of failed attempts. Go to WTF/Find and edit SET gx Api "D3D11" to SET gx Api "D3D9" Start Launcher.
Now the "updating blizzard agent" is stuck at 50%....
we’ll see if it still works after all the downloading is done): I found some forum threads where tons of people are having this issue, and it goes on and on for pages and pages without any fix for the poor souls (so to speak).
Once it starts downloading you’ll probably want to do the same thing for “Blizzard Launcher.exe” Once Diablo 3 finished downloading, it still would not start after clicking the Play button.
